Roll the tissue paper around the Smarties and twist the ends. Tie off with twine or string. Use the tape runner to apply adhesive to two opposite sides of the craft paper. Roll around the Smarties tightly. For best results make sure you apply the tape runner at the edge of the craft paper. You can also seal the edge with a piece of satin tape.

Poke a small hole in your labels and attach with the string or twine on the ends. Trim off the excess and your easy Halloween treat is ready to hand out!
